    2018 Season

    1: Rosters and Scoring

    1.1: Rosters

    Rosters will consist of 45 players in total. 30 players will be on the active MLB roster. 15 players will be on the MiLB roster. The active roster will start players in the traditional MLB alignment. 1 catcher, 1 player at each infield position, 3 outfielders (LF, CF, RF), plus 1 middle infielder, 1 corner infielder and 2 outfielders of any position. The pitching staff will have 3 designated starting pitcher spots, 3 relief pitcher spots, and 3 pitcher positions that can be filled with any pitcher.

    To be eligible for the minor league roster, a player must be rookie eligible. Players retain their rookie eligibility until they hit 50 IP or 130 ABs.. Minor league players do not have to be activated when their MLB team does so, but they cannot remain on the minor league roster in following seasons if they’ve exhausted their rookie eligibility.

    There will be unlimited disabled list spots, but a player on the disabled list must be activated when his real life team activates him, or be released to the waiver wire.

    1.2: Scoring

    The league is a daily league, with rosters being locked prior to the start of games on each given day.

    Scoring will be done as follows in a Head 2 Head Multi-Category system:

    1.3: Teams

    There will be 16 teams in the league named however each owner so chooses.

    2: Salaries and Free Agency

    2.1: Contracts and Salaries

    Salaries will be assigned at the draft, with each round having an assigned price tag. Players can be signed to deals as short as one year, and as long as four. Contracts do not have to be determined until the conclusion of the MLB draft.

    2.2: Resigning Players

    When a player’s contract comes to an end, the owner has the option of renewing it at a $2 more raise. If a player made $10 in the last year of his contract, the smallest contract that can be tendered is a $12 annual deal. A player can only be re-signed once by his owner before being traded or put through free agency.


    2.3: Free Agency

    Free agency will occur annually starting on the first Monday after the end of the world series. In the first week owners may issue tags and make initial offers to their free agents. In that week the commissioner will supply the league with a list of free agents. The following week initial bids will be submitted to d27office@gmail.com no later than 11:59pm EST on Thursday. Friday, the bids for each player will be published to the league. The five highest bidders for each player will be given another week to resubmit their bids. In the event owners tie for the lowest bid in the top five (For example, 4 owners submitted 3 year $8 offers on the same player) that field of five will be expanded to accommodate the ties. After the end of that second week the player will sign the highest contract offered to him.

    Contracts may be offered for 1-4 years. In the event of a dollar amount tie (For example, two owners offer Mike Trout $20 dollar contracts, but owner 1 offered for 4 years, and owner 2 only offered 3) the owner who offered more years will win the tiebreaker.

    If two or more owners tie both dollar amount and years offered the player will be put up for bids for a third week to the tied owners only. This will continue until one owner outbids the other. In the event a deal cannot be reached by the start of spring training, the player will be awarded to team who finished lower in the standings the previous year.


    2.4: In Season Free Agency

    During the season at any point during the week you may submit a bid on a free agent player to d27office@gmail.com. The account will be checked every Friday. A player can only be bid on if he is rostered by a major league team. In the event of a major foreign signing who looks to be added to an MLB roster immediately, the commissioner will notify all owners in the league that the player is available for signing, and will begin taking bids at that time.

    Minor league players may not be added during the season.

    2.5: Salary Cap

    The salary cap will be $175.

    2.6: Releasing Players

    Whenreleasing a player half of their contract will still appear against your cap for the life of the contract, with the exception of $1 players, who can be released without penalty.

    For example, if you have a player signed to a 3 year $10 contract, and you decide to release the player in the first year of the contract, his cap hit will be $5 in the second and third year of the deal. The full $10 will still be held against you in the season he was released, unless he is released in the offseason.

    2.6.1: Releasing Players - David Ortiz Clause:


    This clause is designed in the event a player retires prior to his dynasty contract expiring. The player's salary is only on the books for as long as he is rostered. Using David Ortiz as an example, he played the entirety of the 2016 season, but will not play going forward. If he was signed to a multi-year deal, his contract will be voided and will not count against the players books. This rule is applicable only if the player is cut prior to opening day. If the owner insists on rostering the player in the hopes he makes a surprise comeback, that contract is guaranteed for the following season and is treated as an active player.


    2.6.2: Releasing Players - Alex Rodriguez Clause:


    Regarding midseason retirements by an organization, that player’s contract is still guaranteed for that season. The owner will have the opportunity to roster a replacement player (treating the retired player as if he had a season ending injury) until the offseason begins, where the recently retired player can be cut, and the remainder of his contract cleared from the owner’s books.


    2.6.3 Releasing Players - Yordano Ventura Clause:


    If the worst should happen, and a player on your roster has a career ending injury or perishes, the handling of the player is similar to the Alex Rodriguez clause. If the season has started the player's contract will be guaranteed for the season, with future years being voided. If this were to occur during the offseason the player can be cut at no penalty.

    2.7: Signing MiLB Players

    MiLB players can be signed to a $2 contract after they exhaust their rookie eligibility. For example, if Gleyber Torres loses his rookie eligibility following the 2018 season, he must be signed going into the 2019 season for 1-4 years. The 2018 season he is essentially free, with no price tag associated with him.

    2.8: Disabled List Placeholders

    If a player goes to the DL and you need to go to free agency to replace him, you may add the player without a bid. He is signed to a 1 year $1 contract, and must be released when the player on the disabled list is activated by his MLB team. Additionally, when adding the player you must make it known the the commissioner and the league at large why the add is being made, and who the player is holding the place of.

    2.9: Players Demoted to the Minors


    Inevitably, someone in our league will underperform and be demoted to AAA for more at bats or more regular at bats. In the event this happens, said player can be demoted to your minor league roster and a placeholder added only if you have the room for him on your minor league team. You may not exceed 15 players. Everybody has the option of releasing a minor leaguer, but releases on minor leaguers are final and the only additions that can be made are during the annual FYPD.


    If a placeholder is added that player must be released when the demoted player is brought back up to the majors.

    2.10: International Amateurs


    When an international amateur signs with a team the league will have one week to tender that person a contract. (The one week here will be announced by the commissioners, and will coincide with the weekly free agency cycle. If a player signs late in the cycle, the commissioners will be allowed to extend the bidding process at their discretion.) That contract will be an MLB contract, and the player, if debuting in the minors, will be subject to rule 2.9.


    If no contract is offered to the player in the time span allotted by the commissioners the player will be declared a minor leaguer by the league office, and the only opportunity to add them thereafter will be in the FYPD.

    3: Draft

    3.1: MLB Draft

    The MLB Draft will take place over 30 rounds. It will be a snake draft, with a dollar value assigned to each round. Draft order will be determined randomly, and the draft will be a slow draft using 4 hour clocks. To be eligible for this draft a player must have exhausted his rookie eligibility.

    3.2: MiLB Draft:

    The MiLB draft will begin shortly after the MLB draft reaches it reaches its conclusion, at the convenience of the league. The draft order will be the inverse of the MLB draft (meaning if you had pick one of the MLB draft, you have pick 16 of the MiLB draft). Only players with rookie eligibility and are in a minor league system are eligible.

    3.3: First Year Player Draft

    Every offseason owners have the option of releasing 0-5 players from their minor league system and participating in the first year player draft. Players eligible in this draft are players who were actually drafted in the MLB first year player draft. The order is a fixed draft in the reverse order of the previous year’s standings. Owners do not have to release their players until the conclusion of the draft. If you draft 3 players, you have to release enough players to accommodate your new additions.

    For the sake of clarity, you can draft any minor league player in this draft. If Johnny Johnson goes off and becomes a top prospect, but wasn’t taken in our draft, now’s your chance to draft him.

    [Amendment] In the event an owner has fewer than 15 minor leaguers rostered (i.e. when all is said and done, your minor league system only has 14 players) owners will be given additional picks to ensure they can fill all 15 slots.

    For further clarification, players that are drafted must be rostered following the draft. Furthermore, if no players are available that the owner deems better than their own, they may pass on their pick. However, once they pass on the pick, they are finished drafting.

    4: Trading

    4.1: In Season Trading

    In season trading is unrestricted with the exception of maintaining a legal roster. When trading minor league players you may have fewer than 15 players, but you may not have more.

    4.2: Draft Pick Trading

    Draft picks may be traded during and prior to the draft. The restriction with these deals is that the number of picks going to each team must be equal. Players may not be traded during the inaugural MLB draft, but may be traded upon its conclusion.

    4.3: Trade Deadline

    Our league will honor the MLB trade deadline, with trading of players being re-opened following our championship series.

    5: Schedule

    Matchups will be one week in length, starting on Monday and ending on Sunday.

    6.2: Amending Our Constitution

    Every year following the MLB World Series, in the same week as the initial FA bids, we will hold our own Winter Meetings. In that week, the commissioner and assistants will take ideas from the community, and put out rule changes for the league to vote on.

    7: Buy-In & Payouts

    7.1: Annual Buy-In

    The annual buy-in fee for District 27 FMFBBL is US$50. This will be deposited into our leagues LeagueSafe account and paid out according to subsection 7.2. The entire pot to be paid out will be US$800.
